Jeff Davis County’s pension-covered payroll increased 14.5% in fiscal 2025, according to the employer contribution schedule in its annual audit.
Covered payroll rose $218,769, from $1.50 million in fiscal 2024 to $1.72 million in fiscal 2025.
County pension contributions increased from $105,273 to $106,403, and the schedule reported no contribution deficiency in either year.
The report does not break the payroll increase into pay raises, additional positions, overtime or changes in employee service periods.
Covered payroll also is not a complete measure of compensation costs because benefits and any compensation outside the pension measure are separate.
A different schedule, using calendar-year pension measurement dates, showed active plan membership increasing from 48 at the end of 2023 to 52 at the end of 2024.
Those membership dates do not match the county’s fiscal-year payroll periods and cannot establish how much of the fiscal 2025 payroll increase resulted from staffing changes.
