The Trans-Pecos Weather Modification Association has filed an application with the Texas Department of Licensing and Regulation to continue conducting weather modification operations aimed at enhancing rainfall across parts of West Texas, according to a public notice published in the Jeff Davis Mountain Dispatch.
The notice states that the association, based in Barstow, is seeking a state permit allowing cloud seeding operations designed to “change, or attempt to change, the natural development of clouds” to increase precipitation within the target area.
The proposed permit would remain in effect for four years from the date of issuance.
According to the notice, the affected area includes all or parts of Culberson, Loving, Jeff Davis, Pecos, Reeves and Ward counties.
The association already holds a valid Texas Weather Modification License for Fiscal Year 2026, which began Sept. 1, 2025.
The notice describes the process as involving licensed meteorologists using radar systems and weather forecasting procedures to identify suitable clouds for seeding. Aircraft equipped with flare racks or generators would disperse approved cloud seeding materials into clouds to promote precipitation development.
The notice states that no materials considered environmental hazards will be used as part of the operation.
Residents seeking additional information about the proposal can contact the Texas Department of Licensing and Regulation. The notice also outlines a process for requesting a public meeting on the permit application.
Under state rules, at least 25 eligible individuals from the affected or operational areas must submit written requests within 30 days of the first publication date for the TDLR to schedule a public meeting in the region where the operations would take place.
