Alpine implements Stage 3 water restrictions amid severe shortage

The City of Alpine has enacted Stage 3 (Severe Water Shortage Conditions) of its Water Conservation and Drought Contingency Plan, citing declining supply levels and increased demand.

City officials said the designation marks a critical phase in drought response and requires mandatory conservation measures from residents and businesses. The city is aiming for a 20% reduction in daily water use to protect the system and maintain essential services, including drinking water, sanitation and fire protection.

Under Stage 3 restrictions, outdoor watering is limited to handheld hoses or watering cans only and may occur only between 6–8 a.m. and 8–10 p.m. All irrigation systems, including sprinklers and automated systems, are prohibited.

Additional restrictions ban washing sidewalks, driveways and other paved surfaces, as well as filling or refilling swimming pools, spas or similar features. Vehicle washing is also prohibited, except at commercial car wash facilities, where it is allowed only between noon and 5 p.m.

The restrictions are mandatory, and violations may result in fines of up to $500 per occurrence, according to the city.

City staff are monitoring water system conditions and prioritizing leak repairs and reductions in nonessential water use. Officials said updates will be provided as conditions evolve.

“The City of Alpine appreciates the community’s cooperation during this critical time,” City Manager Henry Arredondo said in a statement. “Reducing water use now is essential to maintaining reliable service for our residents and protecting our system.”

Residents are encouraged to check for leaks, repair dripping faucets and running toilets, and limit nonessential water use. Additional information is available through City Hall or the city’s official website.
