Dallas Landmark Commission Approves Rainbow Steps at Oak Lawn Church for Three Years

The rainbow-colored steps at Oak Lawn United Methodist Church will remain in place for at least the next three years after the Dallas Landmark Commission unanimously approved the church’s request to retain the artwork.

The decision allows the church to keep the painted steps and accompanying banners at its historic Oak Lawn Avenue entrance, concluding a months-long review prompted by broader statewide scrutiny of rainbow-themed public infrastructure.

Commission members determined the artwork meets preservation standards because it is temporary, reversible and does not permanently alter the historic structure.

Oak Lawn United Methodist Church, located at the intersection of Oak Lawn Avenue and Cedar Springs Road, began painting the steps after Gov. Greg Abbott issued a statewide directive ordering the removal of rainbow crosswalks, citing traffic safety concerns. Church leaders said the project was not intended as political protest but as a reflection of their faith and longstanding commitment to inclusion.

“It’s important because silence is not neutral — silence in the face of harm always sides with the oppressor,” said Senior Pastor Rachel Griffin-Allison in a prior statement. “Painting our steps in the colors of the rainbow is a visible witness to the gospel we preach: that every person is created in the image of God and worthy of safety, dignity and belonging.”

The project was led by church members and volunteers and involved multiple coats of paint along with a non-slip protective sealer. Church leaders said the steps are intended to serve as a visible sign of welcome and solidarity for LGBTQ+ individuals and families in Dallas.

Abbott’s directive has drawn criticism from civil rights advocates and local leaders, who point to studies indicating that rainbow crosswalks do not increase traffic distractions and may reduce pedestrian accidents in some settings.

The Landmark Commission’s approval applies for three years, after which the church may seek renewal if it chooses to keep the artwork in place.

Oak Lawn United Methodist Church has been a reconciling and affirming congregation for decades and is widely known in North Texas for its advocacy on issues of equality, compassion and social justice.
