The government of the State of Chihuahua has canceled special permits for horse races, cockfights, rodeos and related events, citing security and public order concerns, according to an official notice issued Dec. 30, 2025.
The cancellation follows agreements reached during a Security Roundtable (Mesa de Seguridad) meeting held on Dec. 29, which included authorities from municipal, state and federal levels, the document states.
According to the notice, state officials conducted an analysis of current conditions related to public security, crime prevention and public order, and determined that previously granted or scheduled special permits for events such as horse races (carreras de caballos), cockfights (peleas de gallos), coleaderos, jaripeos, lazadas and similar activities should be revoked.
The order applies retroactively to Dec. 29, 2025, rendering all such special permits null and without effect as of that date. Organizers are instructed to refrain from holding events that would otherwise rely on the canceled permits.
The notice warns that failure to comply may result in administrative sanctions in accordance with applicable law.
The document was issued by the Subsecretariat of Governance of the General Secretariat of Government of the State of Chihuahua and signed by Salvador Caballero Ramírez, Subsecretary of Governance. It is addressed broadly to “whom it may concern” and serves as formal legal notice of the cancellation.
No specific end date for the suspension of permits is listed in the document, and officials did not indicate whether or when such events might be allowed to resume.
