Lori Cobos, a distinguished leader in the electric power industry and alumna of Sul Ross State University, will deliver the spring commencement address at the university’s graduation ceremony on Friday, May 9, at 5:30 p.m. at the Pete P. Gallego Center in Alpine.
Cobos, an Alpine native, holds both a Bachelor of Business Administration and a Master of Arts in Public Administration from Sul Ross. She graduated magna cum laude, was inducted into Pi Sigma Alpha and Alpha Chi honor societies, and later served on the SRSU Alumni Association Board of Directors. In 2024, she received the university’s Distinguished Alumni Award.
She earned a Doctor of Jurisprudence from Texas Tech University, where she was a member of the Texas Tech Law Review, and is a member of the State Bar of Texas. She has chaired the Public Utility Law Section and has been appointed by Gov. Greg Abbott to three statewide positions, confirmed four times by the Texas Senate.
Cobos most recently served as Commissioner at the Public Utility Commission of Texas (PUCT), where she was appointed following Winter Storm Uri in 2021. During her tenure, she led efforts to improve grid reliability, support new generation investment, and expand transmission infrastructure in key regions, including the Permian Basin and Rio Grande Valley. She also served on the ERCOT Board of Directors and represented Texas in national electricity market leadership roles.
Prior to her time as PUCT Commissioner, Cobos was the first Latina to lead the Office of Public Utility Counsel. She also served on the Texas State Affordable Housing Corporation Board of Directors.
Cobos currently leads Cobos Strategies, LLC, an Austin-based consulting firm specializing in the legal, regulatory, and business dimensions of the electric power industry.
