A public hearing to discuss the Initially Prepared Plan (IPP) for the 2026 Regional Water Plan developed by the Far West Texas (Region E) Regional Water Planning Group will be held Thursday, April 24, 2025, at 5 p.m. MDT / 6 p.m. CST. The hearing will take place at the Rio Grande Council of Governments office, located at 8037 Lockheed, Suite 100, El Paso. A virtual attendance option is also available at www.westtexaswaterplanning.org.
The purpose of the hearing is to accept public comments for inclusion in the final regional water plan. The plan covers a seven-county region in West Texas and is part of a statewide effort under Texas Senate Bill 1 (75th Legislative Session) to prepare for long-term water resource needs.
Copies of the IPP are available for review at each county clerk’s office and depository library in Region E. A list of depositories and a digital copy of the plan are available on the website.
The Rio Grande Council of Governments (RGCOG) serves as the administrative entity and public involvement coordinator for Region E, managing public input, providing fiscal oversight of project funding from the Texas Water Development Board, and coordinating technical consulting efforts. RGCOG has managed the regional water planning process since 1997.
