Alpine’s Building Services Department Advances Zoning Updates for Affordable Housing

As reported by the Alpine Avalanche, Alpine’s Building Services department is making significant strides in updating the city’s zoning ordinances. These efforts are in response to a crucial need within the community for more affordable housing options, aligning with the 2021 International Building Codes—a major update from ordinances that have remained largely unchanged since the 1970s and 1990s.

Robert Ruckes, a city employee and guest columnist for the Alpine Avalanche, detailed the proposed changes aimed at accommodating the community’s evolving housing needs. Among the key updates are provisions for “casitas” in designated zones, tailored to offer affordable, compact living spaces for working-class residents and seniors seeking a smaller footprint.

The city also plans to update regulations around home-based businesses to preserve the residential ambiance of neighborhoods while providing clarity and consistency with international zoning standards. Moreover, the proposed elimination of new manufactured housing parks, due to compliance issues, marks a significant shift, although existing parks will be allowed to continue.

Another innovative aspect of the proposed ordinance is the encouragement of recreational parks for RV and “Tiny Home” living, classified under recreational vehicles. This move aims to enhance the affordability and maintainability of such housing options in Alpine.

In addition to these changes, Alpine is set to introduce a new zoning map, updated by the Rio Grande Council of Government, to reflect the recent zoning changes and annexations—a crucial step in planning for the city’s future growth.
