The investigation revealed that HPU personnel were directed to carry out an operation by TXDPS, despite the operation conflicting with the established operational goals of the U.S. Border Patrol. Despite the supervisor’s authorization, the operation lacked clear guidance from higher-ups in the USBP chain of command.
