A large-scale computing campus known as Project Horizon is planned on a 559-acre site in unincorporated Pecos County, more than 25 miles outside Fort Stockton and adjacent to the Longfellow Ranch.
According to project materials, the campus will consist of multiple data center buildings designed for high-performance computing operations on a remote West Texas site. Developers say the location was selected to minimize impacts on nearby communities while providing space for on-site power generation, cooling infrastructure and workforce housing.
The project will rely on non-potable groundwater sourced within existing permitted water allocations and will not use water from the City of Fort Stockton’s municipal supply. Developers say the campus will employ a closed-loop liquid-to-chip cooling system in which coolant circulates through sealed infrastructure and is not consumed during normal operations.
Electricity for day-to-day operations is expected to be generated on-site through behind-the-meter natural gas power generation. Project documents state the campus will operate primarily on its own generation resources rather than drawing its regular electrical load from the public power grid, although a grid connection will remain in place for backup reliability.
Project Horizon is also expected to include housing for construction workers and permanent operations staff. Developers say the facility is intended to hire predominantly from the regional labor market, with workforce training programs developed in coordination with local technical training providers.
The campus footprint occupies approximately 559 acres adjacent to a large working ranch. Project materials state the facility has been designed so that routine mechanical operations are not audible from populated areas and that site access will be provided through a low-traffic roadway connected to a nearby highway.
The development represents one of the largest proposed computing infrastructure projects in the region and reflects growing demand for remote data center campuses with dedicated power generation and specialized cooling systems.
