Border wall-related road work begins on Chispa Road without notice to local officials

Heavy equipment moved onto Chispa Road northwest of Marfa this week as part of preparations tied to a border wall project, catching local officials and federal agents off guard, according to reporting first published by the Big Bend Sentinel.

Bulldozers and road-grading equipment were seen Tuesday along the remote route, which extends south from FM 2017 west of Valentine and eventually connects to Presidio County roads near Candelaria along the Rio Grande. The work appears aimed at improving the road to accommodate contractor access.

County officials in both Jeff Davis and Presidio counties were not notified in advance of the activity, prompting concern and a scramble to gather information Wednesday. Local leaders began reviewing legal options and seeking clarification from contractors involved in the project.

The activity was documented by area residents and media representatives who visited the site, where crews indicated plans to upgrade sections of the road to support higher-speed travel. The work is taking place on a rural corridor that provides access to ranchland and border areas.

Officials in Presidio County are examining whether contractors have the authority to perform improvements on county-maintained roads without prior approval. Legal counsel is reviewing applicable statutes as county leaders weigh potential next steps.

At the same time, communication gaps extended beyond local government. U.S. Border Patrol personnel in the region were also reportedly unaware of the project activity when contacted, raising additional questions about coordination between federal agencies and local jurisdictions.

County leaders said they are continuing to investigate how the work was initiated and whether proper procedures were followed. The situation remains fluid as officials await further legal guidance and additional information from contractors and federal authorities.
